2. Reichstag moment?
He may be delusional/ignorant enough to think he can declare a state of emergency and take total control of the government--similar to what Hitler did with the Reichstag fire and the Enabling Act of 1933. He may believe that having such total control of the government would allow him to put an end to all the Democratic House, Mueller, SDNY, and other investigations that appear to be closing in on him and others, i.e. full dictatorial powers.
