by an abuse of power. Clouds this as being a policy issue disagreement, more akin to abuse of power.

Republicans have no rules, no morals, nothing to follow. They can and do violate all norms of a decent human being and NOBODY holds them accountable.
That may change next month, however.

All this is, is a long used, childish right-wing tactic of pretending that "Democrats" are so stupid and naive - kind of like children - that they don't even realize that what they are for is actually harming their own constituents, and they had better wise up quick if they know what's best or they will lose their constituents. In right-wing bizarro worls, Democrat representatives were supposed to almost faint, and react with mouths wide-open and starry eyes, then run as fast as they can to give Trump his $5b before all their constituents turn on them. Its that simple. They do this all the time - pretend that something harms a group of people who typically vote Democrat - say, African-Americans - and then try to use that fake "argument" to convince Democrats and "Libruls" to let Republicans have their way. "Hey, if you don't let US have OUR way, then YOUR constituents will leave". Its childishly absurd, but its a right-wing strategy. They've done it with health care, taxes, voting laws... and here you have it with the shutdown.
That's all this is.
