Could Mueller be planning to release the Obstruction of Justice report (indictment) first?

Then continue on with the conspiracy investigation. It would make sense. If mueller charged Trump with obstruction in the conspiracy case that would protect Mueller and the conspiracy investigation. It would make it very hard for Trump to interfere. It would also get the ball rolling on impeachment.

I find it hard to believe Mueller is going to end the conspiracy investigation soon. There is still too much to do. It is a massive investigation.

Mueller could charge Trump with obstruction about the conspiracy case and about the same time indict all the people involved in the conspiracy case. That would be wonderful. That would wake everybody up.
