Can we talk about why DHS issued a press release that was badly translated from Russian?

I mean, I only know a little Russian, but it's enough to know that those are definitely sentences that started their lives in Russian.

other than illiteracy or translation, it could have been that whoever posted it was given rough notes they were supposed to fill out into full sentences, and instead just posted what they were given.

This actually sounds more like Chinese/English (chinglish) syntax than Russian to me. I speak Russian, but not Chinese, however I work with a person who has Chinese as a first language, and this reads something like some of his work product.
