An associate historian in the Senate Historical Office said "he doesn't know if congressional leadership extended an invitation to Kennedy's family for the senator to lie in state in the Capitol rotunda. There was speculation that he might."
Also good discussion on lying in state versus lying in repose. Kennedy did not lie in state b/c not in a government building.

(90,761 posts)To lie in repose, which is what happened when Kennedy died, means public viewing outside of a primary government building - such as the capitol rotunda.
To lie in state means a public viewing inside said primary government building.
There is a difference.
The Kennedy family chose for the Senator to lie in repose at his brother's presidential library - for obvious reasons.
