As Russia wants to question Steele and Browder, here's a recap of the Magnitsky-case:

Hermitage Capital was investigated for tax-crimes.

The investigators raided the offices and confiscated documents and seals for three subsidiaries of Hermitage Capital: Riland, Makhaon, and Parfenion. In Russia, those seals are all you need to re-register a company to a new owner.

Then, those three subsidiaries were re-registered to a new firm.

Then those subsidiaries were sued for damages by other companies. The subsidiaries and the plantiffs were represented by Andrei Pavlov and his wife.

The judge ruled against the subsidiaries and awarded damages so high they eclipsed Hermitage Capital's profit. Thus, on paper, the subsidiaries had made a loss and were eligible for a tax-refund of $230 million that, of course, went to the "owners" of the subsidiaries.

Sergei Magnitsky was an auditor for Hermitage Capital and found this. He went to the police and was arrested and charged with tax-evasion.

His colleagues repeatedly pointed the investigators to Pavlov, but the police had no interest in investigating him.

Emails reveal that Pavlov was in regular correspondence with Oleg Urzhumtsev. Oleg Urzhumtsev was responsible for investigating that tax-charge against Hermitage Capital, the tax-charge against Sergei Magnitsky and the tax-fraud alleged by Sergei Magnitsky where he accused Pavlov.

Sergei Magnitsky died in jail before getting to court.

Oleg Urzhumtsev was also put in charge of investigating Magnitsky's death.

Magnitsky was sentenced posthumously for tax-evasion.

In 2013, Pavlov wrote to Oleg Urzhumtsev that they need an expert-witness who can testify that the confiscated seals are different from those used to transfer the subsidiaries to a new owner. With this expert-testimony, the case was eventually closed.
