could someone explain the process of an executive order from a president?

Is there any rules he-she needs to follow before issuing one? I mean can RUMP just decide this is the way it's going to be? (my way or the hi-way) What are the laws concerning this?

... as it's done nowadays, but I believe crayons are now involved.

4. Yes, that's correct: crayons

And then -45 pretends he's writing his name. It takes him an awfully long time, but it's just squiggles. It's much the same as what a toddler does when he gets introduced for the first time to crayons and paper.

2. executive orders direct the executive branch on how to implement a particular policy.

It can not make or unmake laws. All it can do is give the executive branch guidance on how to interpret a particular law and how to execute it. Its about process. Unfortunately, there is often enough wiggle room the way laws are written that its possible to use executive orders to dramatically tilt the meaning of the law as we see now with Trump.

3. Executive orders are based on the president's Constitutional powers as chief executive

He can issue one without consulting anyone. They are only binding on executive branch employees. They cannot contradict a law or the Constitution. There isn't much more to it than that.

6. The usual process is that White House staff initiates them

and they are carefully reviewed by the affected departments to look for unintended consequences or legal issues. They don't usually come from the departments, because the departments would just issue their own regulations or departmental orders. Typically, executive orders affect multiple departments or express an important policy goal of the President.

Trump seems to be avoiding the usual reviews. His EOs are written hastily and without the thorough review that longterm civil servants can provide.
