Unfortunately, the government still would have to pay for sunk costs, like any items the supplier already bought.

THIS is the correct answer!

Can't explain how it is justified.

Can't explain why it is a necessary expense.

Can't explain why he should spend all of that when facing a serious budge cut.

Can't explain why he was even nominated for the position of Secretary.

Can't explain why he is not qualified of his position.
