NASS Response to NBC News Report on Russian Targeting of U.S. Election Systems

For Immediate Release – Feb. 8, 2018 –

WASHINGTON, D.C. – The members of the National Association of Secretaries of State (NASS) would like to respond to the NBC News Story entitled “Russians penetrated US voter systems, says top US Official,” by Cynthia McFadden, William M. Arkin and Kevin Monahan. We believe it is important to provide the most accurate public record possible regarding election cybersecurity.

The U.S. Department of Homeland Security (DHS) reported to Congress in June 2017 that 21 states were targeted during the 2016 election season. The 21 states were then notified by DHS in September 2017. This has been reported on numerous times over the past eight months. Please make no mistake, all 50 states consider themselves a target.

What DHS Cybersecurity Chief, Jeanette Manfra said was “we saw targeting of 21 states and an exceptionally small number of them were actually successfully penetrated.” NBC chose to interpret that statement to mean “several states” were successfully penetrated. We are still only aware of one state voter registration system that was penetrated and that office made a public statement at the time.

The Illinois State Board of Elections was the victim of a
cyber
-
attack of unknown origin
which targeted
the Illinois Voter Registration System database (IVRS).
Board Staff became aware of the breach on July 12, 2016, and immediately took measures to stop
the intrusion. Since the discovery of the breach, staff has worked to determine the scope of the
intru
sion, secure
databases and web applications, comply with state law regarding
exposure of
personal information
records
, and assist law enforcement in their investigation of the attack.
At this time, both IVRS and the Paperless Online Voter Application
(POVA) website
s
are fully
functional.
Additionally,
the State Board of Elections can confirm that neither voting history
information nor voter signature images were captured. Although the investigation continues, the
Board is confident that no data in t
he IVRS database was added, changed or deleted. It appears that
approximately
one
-
half of one percent of the records in the database were viewed, and many of those
only contained information that is otherwise publicly available from other sources. T

cooperating with the FBI in an ongoing investigation and a detailed report of the breach is available
on the Board website at
www.elections.il.gov

The State Board of Elections can confirm that
approxim
ately 700
voter records
were
viewed
and
those
700
individuals
will soon be notified by mail
as required by law.
In addition,
approximately
86,000 records are strongly suspected to have been viewed
and the
Board staff
continues to identify
those individu
als. Anyone within
that
group will
receive written notification within the next thirty days.
There appear to be 3,533 records viewed which will not be able to be identified.
If a voter’s records were viewed, hackers could have obtained the voter’s name,
address and
date of birth. If the voter provided a phone number, email address, driver’s license number or the last

four digits of his or her social security number when registration occurred, that information may also
have been viewed. Even if a voter’
s record was viewed, the Board
is sure
no records have been
altered or changed in any way.
The cyber
-
intrusion was a complex attack, involving thousands of lines of encoded inquiries.
Upon becoming aware of the cyber
-
intrusion, the Illinois Attorney Gene
ral, the General Assembly and
all Illinois election authorities were notified. Several news sources reported it at that time. Press
coverage has escalated in recent days now that other states appear to have been impacted and there
is FBI involvement

Before a single vote was cast, the election was fixed by GOP and Trump operatives.

Starting in 2013 – just as the Supreme Court gutted the Voting Rights Act – a coterie of Trump operatives, under the direction of Kris Kobach, Kansas Secretary of State, created a system to purge 1.1 million Americans of color from the voter rolls of GOP–controlled states.

The system, called Crosscheck, is detailed in my Rolling Stone report,
“The GOP’s Stealth War on Voters,” 8/24/2016.

Crosscheck in action:
Trump victory margin in Michigan: 13,107
Michigan Crosscheck purge list: 449,922

Trump victory margin in Arizona: 85,257
Arizona Crosscheck purge list: 270,824

Trump victory margin in North Carolina: 177,008
North Carolina Crosscheck purge list: 589,393

On Tuesday, we saw Crosscheck elect a Republican Senate and as President, Donald Trump. The electoral putsch was aided by nine other methods of attacking the right to vote of Black, Latino and Asian-American voters, methods detailed in my book and film, including “Caging,” “purging,” blocking legitimate registrations, and wrongly shunting millions to “provisional” ballots that will never be counted.

How did Kobach mess with the 2016 vote? Let me count the ways—as I have in three years of hunting down Kobach’s ballot-box gaming for Rolling Stone and Al Jazeera.

Just two of Kobach’s vote-bending tricks undoubtedly won Michigan for Trump and contributed to his “wins” in Ohio, North Carolina and Arizona.

First, Interstate Crosscheck.

Kobach is the GOP mastermind behind this secretive system which purged 1.1 million Americans from the voter rolls.

When Trump said, “This election’s rigged,” the press ignored the second part of his statement: “People are voting many, many times.” Trump cited three million votes illegally cast.

The White House said Trump got this information from Kobach. Indeed, it specifically comes from a list of 7 million names—or, as Kobach describes it, a list of 3.5 million “potential double voters.” How did Kobach find these three million double voters?

He matched their names, first and last. And that’s it.
