I liked the precise language that was used. I do not have the actual quote but Rosenstein was very careful with his words, saying things like the indictments do not allege that Americans were knowingly involved. But he did not say Americans definitely were NOT involved.

Americans could have been colluding with the Russians but, at this time, he is not saying that was the case.
