To some of his constituents. The difference now is he apparently no longer intends to even pretend to listen.
The idea that expressing your opinion to your representative could be considered harassment is chilling. I can't believe this is where we are.

He's acknowledging that he does not wish to serve some of the people that it is his job to serve. It'd send a loud message even if it were unsuccessful.
