Is Fox News banned in Canada due to a law against lying?

Is there any truth to this article? It includes references to this page and this page, and to Canada's Radio Act. This is getting a lot of attention and upvotes on Reddit, but if the story is actually true it seems it should be getting more mainstream attention.
