of running a country is one of the reasons Hitler apologists say he wasn’t responsible for the Holocaust. Hitler, an inveterate dreamer, rarely initiated operations with written orders, memos, or directives. He would just pace in his office and then suddenly bark out an order to whomever happened to be standing nearby.

No signatures, no seals, no witnesses contracts. But everybody knew that the orders to set the Holocaust in motion came from him. The Nazi hierarchy would never have done anything without his authorization.
