4. That's why I think the original elder Osprey haven't been in breeding mode the last two years.

It seems the late arrivals haven't been as interested in defending the legacy nest and didn't seem as experienced in nest-building. Even if an Osprey pair of breeding age manages to reclaim the legacy nest and start rebuilding now, the time it takes to incubate eggs, raise the young birds to fledgling age and beyond that (until they can hunt for themselves) would be cutting it pretty close to migration time.
