The very basis of the decision that gave the election to Bush%2C in other words%2C was a sham.%5B%2Fb%5D%0D%0A%0D%0A%5Bb%5D%5Bi%5DBecause election officials in Florida were so unprepared for so close a vote%2C we will never know who would have won the fair and legally mandated recount that the conservative Republican majority on the Supreme Court stepped in to prevent%2C lest their man end up on the losing end. The Bush forces were unwilling to allow an honest accounting to take place. They outmaneuvered the Gore lawyers and strategists at virtually every step in the process%2C and even managed to convince Sunday talk show hosts to confuse Joe Lieberman sufficiently to the point where he ended up endorsing the Republican strategy at a crucial moment in the public relations battle.%5B%2Fi%5D%5B%2Fb%5D%0D%0A%0D%0AAl Gore won national vote by a considerable margin%2C more than either Kennedy in 1960 or Nixon in 1968. That he won the votes of Floridians using the %22voter%92s intent%22 standard outlined in that state%92s election laws is also indisputable. %28Republican lawyers fought against the use of this standard in most cases%2C except in those that would have disqualified overseas military ballots in favor of their candidate%2C in which case they fought just as vociferously to employ it.%29 Illegally excluded %22overvotes%22 also would likely have given Gore a substantial margin of victory.%0D%0A%0D%0AIn an extraordinary get-out-the-vote effort that helped put George W. Bush in the White House%2C Florida%27s Republican Party mounted an aggressive appeal to party faithful--complete with a letter from Gov. Jeb Bush--to cast absentee ballots before the Nov. 7 election. %22Vote from the comfort of your home%2C%22 Jeb Bush urged in the letter%2C which was superimposed over what appeared to be an image of the state seal.%0D%0A%0D%0AAnd vote they did. A survey of Florida%27s 67 counties shows that more than 700%2C000 Florida voters--or almost 1 in 8--voted absentee. George W. Bush%2C the governor%27s brother%2C captured about 125%2C000 more absentee votes than his Democratic rival%2C Al Gore. That margin dwarfs Bush%27s official 537-vote edge in the Sunshine State. And Florida in turn put Bush over the top in the electoral college. David Leahy%2C the county election supervisor%2C said he had no doubt that Jeb Bush%27s letter--and the accompanying ballot application--drove the high GOP absentee turnout.%0D%0A%0D%0AThe gigantic but largely invisible absentee ballot blitz was the GOP%27s secret weapon in the Florida campaign. Both were dismissed%2C and one of the judges suggested that criminal prosecutions might have been more appropriate. NOTE THAT REPUBLICAN Local prosecutors took no such action. %22That violation can be prosecuted by the proper public officials of this state%2C%22 the judge ruled. %22And if there was any violation of the law for misstating the Florida law regarding absentee voting%2C that violation can also be prosecuted by public officials.%22%0D%0A%0D%0ABut in Florida%2C absentee voting may never have been more common. While 1 voter in 8 voted absentee last year%2C only 1 in 11 did in 1996. The 700%2C000-plus absentee ballots cast in Florida last year exceeded the total in the 1996 presidential race by nearly 50%25. Of the additional 690%2C000 votes cast in Florida in 2000 over 1996%2C absentee ballots accounted for one-third.
