The halting of all nuclear testing by Bush I about a decade ago was quite a landmark. That resumption is even being considered is a horrible signal to the rest of the world. If this happens, the world will become a much more dangerous place than it is now, as the use of nuclear weapons will be that much more thinkable.Aren't we trying to make use of nuclear weapons utterly unthinkable? The halting of all testing went a long way towards that goal. When you're actively testing weapons, the clear signal is that you actually plan to use them someday.

Is Bush II trying to undo his dad's entire positive legacy? With moves like this and the one to roll back the Clean Air Act, it's beginning to look like it. What in the world is the motivation behind it?
