Original topic: BigBearJohn

Resolved, that George W. Bush, President of the United States, is impeached for high crimes and misdemeanors, and the following articles be exhibited to the Senate:

Articles of impeachment exhibited by the House of Representatives of the United States of America in the name of itself and of the people of the United States of America, against George Walker Bush, President of the United States of America, in maintenance and support of its impeachment against him for high crimes and misdemeanors.

Article 1

In his conduct while President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in disregard of his constitutional duties as Commander-in-Chief of the armed forces of the United States and to take care that the laws be faithfully executed, willfully, knowingly and without lawful cause or excuse made false, misleading and deceitful statements to the Congress regarding evidence justifying military action against Iraq.

In doing this, George Walker Bush has brought disrepute upon the Presidency, has undermined the integrity of his office, has betrayed his trust as President and has acted in a manner subversive of constitutional government and the rule of law and justice, to the manifest injury of the people of the people of the United States.

Wherefore, by such conduct, George Walker Bush warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under the United States.

Article 2

In his conduct while President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in disregard of his constitutional duties as Commander-in-Chief of the armed forces of the United States and to take care that the laws be faithfully executed, actively participated in a conspiracy with the Prime Minister of the United Kingdom to mislead and deceive Congress and the Parliament of the United Kingdom regarding evidence justifying military action against Iraq.

In doing this, George Walker Bush has brought disrepute upon the Presidency and the United States, has undermined the integrity of his office, has betrayed his trust as President and has acted in a manner subversive of constitutional government and the rule of law and justice, to the manifest injury of the people of the United States.

Wherefore, by such conduct, George Walker Bush warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under the United States.

Article 3

In his conduct while President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in disregard of his constitutional duties as Commander-in-Chief of the armed forces of the United States and to take care that the laws be faithfully executed, knew or had reason to know of a decision by the Secretary of Defense to divert funds appropriated for action in Afghanistan to develop plans for action in Iraq, and failed to prevent this action even though said action was contrary to appropriations as enacted by the Congress.

In doing this, George Walker Bush has brought disrepute upon the Presidency, has undermined the integrity of his office, has betrayed his trust as President and has acted in a manner grossly derelict of his constitutional duties, to the manifest injury of the people of the people of the United States.

Wherefore, by such conduct, George Walker Bush warrants impeachment and trial, removal from office, and disqualification to hold and enjoy any office of honor, trust or profit under the United States.

Article 4

In his conduct while President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in disregard of his constitutional duties as Commander-in-Chief of the armed forces of the United States and to take care that the laws be faithfully executed, directed the falsification and fabrication of evidence and intelligence supporting the case for military action against Iraq.

Article 5

Using the powers of the office of President of the United States, George Walker Bush, in violation of his constitutional oath faithfully to execute the office of President of the United States and, to the best of his ability, preserve, protect and defend the Constitution of the United States, and in disregard of his constitutional duties as Commander-in-Chief of the armed forces of the United States and to take care that the laws be faithfully executed, has engaged in conduct that resulted in misuse and abuse of his high office and contravened the authority of the legislative branch in that, as President, George Walker Bush communicated to the Congress, as per the requirements of Public Law No: 107-243 (Authorization for Use of Military Force Against Iraq Resolution of 2002) that military action against Iraq was justified because Iraq gave aid and comfort to the perpetrators of the terrorist attacks of September 11, 2001; even though George Walker Bush knew the evidence that supposedly supported this determination was false and fabricated.

George Walker Bush, in making this communication to the Congress, assumed to himself functions and judgments necessary to the exercise of the power to declare war expressly vested by the Constitution in the Congress.

I hope that this topic will attract many contributions over the next three years, specifically regarding the impeachable crimes of George W. Bush; the legal and procedural details regarding the process of impeachment, conviction, and succession; and how we as citizens can forward the process and help bring it to fruition.

Discuss.

May I suggest some looking into Barbara Jordan's statements before the judiciary committee on the impeachment of Richard Nixon? It was well done by Ms. Jordan.

I've added some structure, and arranged the current contributions accordingly. Please feel free to expand on the outline as needed. --bleever

This thread contains a link to an important essay from Josh Marshall that may be useful in defining the scale and dimensionality of Bush (and Cheney's) impeachable offenses:

Here's a comprehensive look at 1974: http://www.washingtonpost.com/wp-srv/politics/special/c...

"Each of the thirteen American impeachments involved charges of misconduct incompatible with the official position of the officeholder. This conduct falls into three broad categories: (1) exceeding the constitutional bounds of the powers of the office in derogation of the powers of another branch of government; (2) behaving in a manner grossly incompatible with the proper function and purpose of the office; and (3) employing the power of the office for an improper purpose or gain.

According to Hamilton in Federalist No. 65: Impeachment is warranted when "those offences which proceed from the misconduct of public men, or, in other words, from the abuse or violation of some public trust. They are of a nature which may with peculiar propriety be denominated POLITICAL, as they relate chiefly to injuries done immediately to the society itself." http://www.washingtonpost.com/wp-srv/politics/special/c...

Also, while we know there are criminal acts involved, the criminality of such acts has not, historically, been a requirement for proposing impeachment: http://www.washingtonpost.com/wp-srv/politics/special/c... "The American experience with impeachment, which is summarized above, reflects the principle that impeachable conduct need not be criminal. Of the thirteen impeachments voted by the House since 1789, at least ten involved one or more allegations that did not charge a violation of criminal law"

I'm not sure I've put this in the correct section, but here you go. -Patsy

Blair-Bush deal before Iraq war revealed in secret memo

The memo seen by Prof Sands reveals:

Mr Bush told Mr Blair that the US was so worried about the failure to find hard evidence against Saddam that it thought of "flying U2 reconnaissance aircraft planes with fighter cover over Iraq, painted in UN colours". Mr Bush added: "If Saddam fired on them, he would be in breach ".

Mr Bush even expressed the hope that a defector would be extracted from Iraq and give a "public presentation about Saddam's WMD". He is also said to have referred Mr Blair to a "small possibility" that Saddam would be "assassinated".

Mr Blair told the US president that a second UN resolution would be an "insurance policy", providing "international cover, including with the Arabs" if anything went wrong with the military campaign, or if Saddam increased the stakes by burning oil wells, killing children, or fomenting internal divisions within Iraq.

Mr Bush told the prime minister that he "thought it unlikely that there would be internecine warfare between the different religious and ethnic groups". Mr Blair did not demur, according to the book.

This video was done by fellow DU-er BPilgrim. While the following video is not a "document" that represents specific evidence, it is an emotional/pictorial testimony of the human cost of Bush's lies.
