   to fund the operation of the public schools for kindergarten through grade 12
   before funding any other part of the state budget for the next biennium?

   This proposed amendment would establish that property rights are fundamental
   constitutional rights, that the transfer of land from one private party to another
   private party is not a public use, that government actions causing economic loss
   to property require the payment of just compensation, and that only currently elected
   judges may issue eminent domain decisions.

   This proposed amendment would add a new article to the Navada Constitution preventing
   state and local tax increases and new multi-year indebtedness except when referred
   to voters, limiting spending increases by the state, and by cities and counties
   chartered by the state, to inflation plus percentage change in population, barring
   the state from imposing "unfunded mandates" on cities and counties, and allowing suit
   for enforcement.
