4. Yes. They felt it slipping away.
They knew they could do this from day one but assumed that public opinion would steadily turn against the democrats the longer they stayed away. They also knew that it wouldn't be possible to stay away forever.

I think that they recently decided that it was too late to turn back (it isn't as if it would be "forgive and forget" if they backed down), so they decided to use their political muscle and force the issue.

6. I can't pretend to know his motivations
But if I were governor and the republicans fled the state, I'd let them hole up for a couple of weeks and give them the opportunity to come back and do their jobs. If they refused and I had the votes, I'd cram through whatever legislation I legally could and I imagine most people would do the same.
