They have been rationing petrol and diesel for over a week here in Tripoli. You can't buy more than 3 dinars or so (still a decent amount)

Refining
According to OGJ, Libya has five domestic refineries, with a combined capacity of 378,000 bbl/d. Libya's refineries include:
1) the Ras Lanuf export refinery, completed in 1984 and located on the Gulf of Sirte, with a crude oil refining capacity of 220,000 bbl/d;
2) the Az Zawiya refinery, completed in 1974 and located in northwestern Libya, with crude processing capacity of 120,000 bbl/d;
3) the Tobruk refinery, with crude capacity of 20,000 bbl/d;
4) Sarir, a topping facility with 10,000 bbl/d of capacity; and
5) Brega, the oldest refinery in Libya, located near Tobruk with crude capacity of 8,000 bbl/d.
Libya's refining sector was impacted by UN sanctions, specifically UN Resolution 883 of November 11, 1993, which banned Libya from importing refinery equipment. Libya is seeking a comprehensive upgrade to its entire refining system, with a particular aim of increasing output of gasoline and other light products.

I also saw an estimate of the still-functioning refinery at Az Zawiya that was higher than that, so I'll keep looking. Reports I've seen say that refineries, when running, are at 33-50% of capacity.

I think this is worth noodling out as best we can, because the experts who know such things are either spooks, who will not tell us, or economists, who are busy tracking crude prices and exports. And frankly, I don't think I want to wait for the historians either.

25. It's hard to get an accurate picture because communications are still down
but the electricity was on and off in Benghazi for days. Yesterday they bombed the electrical plant. I'll try to pay more attention to that for you.

DEN HAAG-at the Libyan Consulate in The Hague is the three-coloured ' revolutionary ' flag. The red, black, green flag waving in the place of the full Green that Muammar Gaddafi ever introduced as official flag.
The three color, which dates from the period prior to 1969, when Gaddafi via a coup d ' état came to power, has become a symbol for the rebellion against the Libyan dictator.

That has the rebels created national Libyan Council said against the Arab news channel al-Jazeera.

from #libya facebook group: Reliable sources confirm that Ahmed Gaddafi'dem did not defect from the Gaddafi regime and has in fact been operating out of Egypt to transfer large sums of money to Syria in order to bring mercenary pilots to bomb the Libyan people. He was transferring the money under the name Mohammed Jawad in order to hide the Gaddafi money.

First, I took the N-S line at Sirte to divide the population into areas where the revos or regime have, generally speaking, freedom of movement. (Don't read too much into that.) That gives a way of splitting the percentage of population and oil consumption prior to the revolution.

The 2010 consumption was about 270,000 b/d, so with about a 25%/75% E-W split in population, and looking at the maximum realistic output next week, that leaves the east producing about 45% of the previous level with Tobruk and a soon-to-be-repaired Brega. The regime, if they can get Az Zawiya up to 50% production (doubtful), will produce only about 30% of 2010 production for that population. I suspect they've been living off of local storage for the past two weeks, but nowhere can I find, so far anyway, a number that describes that amount.

Those are rough numbers and still somewhat suspect, but at least it gives a sort of order-of-magnitude sketch. FYI, much of that oil goes into electrical generation, and electricity is water.

Yes I expected it to take time, but this betrayal is more than I can excuse. Egyptian men and women protested side by side for democracy and now those same men turned on those same women. I am almost sorry that I put my heart into the Egyptian plight. I don't give a damn about the men anymore, they want democracy for themselves, but not for their wives sisters and daughters. doesn't that make them as bad as the regime they just ousted?

The BBC's Wyne Davies in Tripoli says that the regime is making it "practically impossible" for journalists there to get out and reach Zawiyah.


However, he said that he had been in contact with trustworthy eye-witnesses in Zawiyah who corroborated reports that the town that the town has been under a heavy bombardment.

"Zawiyah is being wiped off the face of the earth," he quoted one man as saying.


7.22pm:

Some more now on how the international media is being prevented from reporting on events in Zawiyah (See 6.28pm), about 30 miles west of Tripoli.

According to the International News Safety Institute, a not-for-profit charity, several journalists who gave their minders the slip and attempted to get into the town were detained.

Journalists with several media organisations, including Reuters and the BBC, were detained by security forces, reported Reuters,

All have since been released. It appeared they were detained for travelling outside the capital without official permission and failing to take officials with them.

"Three people from the BBC in Tripoli were held overnight. They have since been released," the BBC said.


7.32pm:

The International News Safety Institute adds that the situation for news crews in Libya is becoming increasingly precarious and there strong sense that antipathy towards foreign journalists is mounting.


It said that at least one journalist had been beaten, while a hotel in Benghazi where a number of journalists are staying is believed to have been attacked by a grenade, although there were no reported injuries.

The charity also makes an apparent reference to the botched mission to eastern Libya by an SAS and MI6 team towards the end of this segment from a statement issued online:

The Journalists staying in the Hotel Ouzo, in Libya's second city, heard gunfire -- though it is not clear if this was from a passing vehicle -- and one (possibly two) explosion(s) during the night.

Security around the hotel has been increased and in the past hour there have been reports that a man, suspected by rebels of being a spy, was marched out of the hotel and later released after rebels said they made a mistake.

The apparent increase in antipathy towards western media may have been exacerbated by British military activity in Benghazi over the past 48 hours. It is clear there are a lot of edgy people with guns in Libya and to this end journalists should exercise extreme caution -- especially if they deliberately seek to operate without their government minders.

If it is confirmed, the defeat of opposition forces in Zawiyah, just 30 miles from Tripoli – already claimed twice by the regime in recent days – would mark a significant psychological moment for Gaddafi.

Although most sources were suggesting the rebellion in Zawiyah had been crushed, a resident named Ibrahim claimed combat was continuing.

The Gaddafi regime has cut all mobile and landline communications with the town and accounts of today's fighting came from witnesses who had driven out of the combat area and one who had climbed on a roof to find a phone signal.

Residents described a hail of bullets, with women and children being killed and families trapped within their homes.

The violence of this assault marks a disturbing escalation in the developing civil war in Libya, suggesting that the regime has now decided to pursue a no-holds barred strategy to crush the rebellion, despite the growing threats of international action.


Witnesses in Zawiyah said many buildings, including mosques, had been destroyed and rebel forces had used loudhailers to call on residents to help defend positions in the town centre.

BENGHAZI, Libya — In less than three weeks, an inchoate opposition in Libya, one of the world’s most isolated countries, has cobbled together the semblance of a transitional government, fielded a ragtag rebel army and portrayed itself to the West and Libyans as an alternative to Col. Muammar el-Qaddafi’s four decades of freakish rule.

Meanwhile, the opposition council’s leaders contradicted one another publicly. The opposition’s calls for foreign aid have amplified divisions over intervention. And provisional leaders warn that a humanitarian crisis may loom as people’s needs overwhelm fledgling local governments.

“We’ve found ourselves in a vacuum,” Mustafa Gheriani, an acting spokesman for the provisional leadership, said Tuesday in Benghazi, the rebel capital. “Instead of worrying about establishing a transitional government, all we worry about are the needs — security, what people require, where the uprising is going. Things are moving too fast.”

After government authority collapsed in much of eastern Libya, residents set up what they call local councils of varying numbers of representatives — three in Darnah, six in Bayda. Theoretically, each is supposed to send a representative to Benghazi, where the opposition has set up a group called the Provisional Transitional National Council of Libya, a kind of state in waiting. Composed of 30 representatives, it is led by Mustafa Abdel-Jalil, a former justice minister and perhaps the sole figure who enjoys national support.

Fighting in Libya between pro- and anti-Gadhafi forces has preoccupied the world's media for the past few weeks. A completely clear picture of the relative balance of forces has not been available. However, image intelligence (IMINT) analysis of Libyan military bases can shed some light on the current situation and offer indicators as to what might follow.

With much of Libya desert, the armed forces have perhaps unsurprisingly been based around urban population centres, where the necessary logistical infrastructure exists to support their bases. The main concentrations of forces are around Tripoli, Misratah, Sirte, Benghazi and Tobruk. The latter two cities and Misratah have already fallen to anti-Gadhafi rebels, while there is fighting along the country's northern coastline.

From satellite imagery, the differences between the military units stationed in the east of the country, which has traditionally been anti-Tripoli, and those in the west are stark. Apart from a few mechanised units in Benghazi and Tobruk, and a few armoured battalions near Albayda, rebel-controlled areas lack any substantial hardware with which to take on the pro-Gadhafi stronghold of Tripoli.

By comparison, a ring of forces is stationed in the south-eastern suburbs of Tripoli, with a large armoured formation of possibly brigade strength 50 kilometres south of the city. The pro-Gadhafi regions are also well garrisoned with artillery, anti-aircraft and mechanised formations.

A convoy of trucks from the United Nations World Food Programme (WFP) has entered Libya and is due to arrive in the eastern port city of Benghazi today.

WFP is mobilising food for the hungry as part of a US$39.2 million emergency operation designed to provide food assistance to more than one million people in Libya, Egypt and Tunisia over a three-month period.
