4. Well, they didn't exactly "reopen for business", they simply re-branded.
They shifted their focus to the "Progressive Policy Institute" which had already been established some years ago by the same players, and simply stopped using the old "Democratic Leadership Council" moniker for themselves. I don't think it's a "re-opening" when nothing ever actually closed.

It's basically the same thing that happened to the PNAC, they discarded that particular identity and most of their players simply shuffled over to the already existent Heritage Foundation.

They may shed organizational names -- What's in a name? A pile of shit by any other name would still smell as bad... -- but the missions and the players remain the same.
