Florida policeman has 40 IA files, fired 5 times, arrested 3 times. Still on the job.
The title of the article just about says it all.

UNFIT FOR DUTY SPECIAL REPORT: Florida's flawed system for policing the police

Sgt. German Bosque, known to some as GB, has been with the Opa-Locka police force for 18 years. Over the years, he has been investigated 40 times by internal affairs detectives over allegations of excessive force, defiance of orders, lying and other offenses.


In two decades, the Opa-Locka Police Department opened 40 internal affairs cases on Bosque. Sixteen of them were for battery or excessive force. Fired five times and arrested three, he was charged with stealing a car, trying to board an airplane with a loaded gun and driving with a suspended license.

Internal Affairs investigations found that Bosque split a man's lip with a head butt. He opened another man's head with a leg sweep and takedown. He spit in the face of a drunken, stumbling arrestee. One time, he smacked a juvenile so hard the boy's face was red and swollen the next day.

Bosque has been caught defying direct orders, lying to supervisors and falsifying police reports. Off duty, he was accused by women of domestic violence and stalking. During inspections, the agency found a counterfeit $20 bill, cocaine and crack pipes in his patrol car.


He still has his badge.

He seems to be proud of his reputation and record.

During an August interview in Opa-Locka, Bosque lit up with excitement when he heard that he led the state in discipline cases.

"I can't believe that," he said. "I'm not trying to smile. I just ... damn!"

1. Maybe part of it is that Op Locka is a really rough part of town.
I imagine that they have a hard time keeping officers.

That's a bit of sarcasm there as I don't know how else to respond to you. In my mind I can not justify it.

Calvin Godfrey of the Miami New Times said in a 2009 article that Opa-locka was "mired in crime and sinking fast."<17>

I'm not saying it's 'ok', but at the same time 'Officer Friendly' WILL get killed there. I've done a lot of utility work there and I lived not too far away from it. I'm personally familiar with the area.

My point is that Opa Locka has to be one of the worst places EVER to be a cop and this guy probably still has a job because he keeps showing up for work. Or maybe he has pictures of the mayor in a drug fueled orgy with underage prostitutes or something. Or maybe he's still there because Miami and every place near it is corrupt as hell and crooked as a three dollar bill. I don't know. But I do know that Opa Locka is a dangerous shithole and you couldn't pay me enough to be a cop there.

"A high-level staff member with the FDLE's Bureau of Officer Standards had a different reaction. He first said it wasn't possible for an officer to get in trouble that many times and still be certified.

Then he pulled Bosque's records.

His response: "Holy s--t."

According to city memos obtained by Miami New Times and confirmed by City Manager Clarance Patterson, officers have told internal investigators that city cops:

• had sex with arrested offenders "in lieu of moving forward to prosecution, eventually unarresting the individuals and discarding the police report"; (other things listed in article..)

More:

"In March, Patterson suspended Opa-locka Police Chief Cheryl Cason, who had served since January 2010, claiming she had failed to report a minor accident involving a city-owned car. She returned to the job after several weeks, saying she had left a message on city voicemail noting the collision with a pole next to her driveway.

Patterson said he contacted the FDLE to report the findings and that agents — after contacting county prosecutors — had agreed last Thursday to probe the city's department."
