Lake Saint Louis proposes sewer, water line insurance

Officials are proposing a system that would cover sewer lateral repairs up to $7,500 per household. The program would be financed through an annual $28 fee added to real estate taxes. The sewer lateral is the section of pipe that connects the home to the utility's sanitary sewer main.

Before scheduling a repair, homeowners would have to pay a $300 application fee to have a city-contracted plumber diagnose the problem. The plumber would come to their home and send a video camera down the sewer lateral. The plumber probably would charge less than $300 per visit, Koestel said. The city would refund the difference to the homeowner, he said.

The homeowner would hire a contractor to perform the repair. The city would provide a list of three bidding contractors. If the homeowner chooses the lowest bid, the city would pay the entire cost of the repair, up to $7,500. If the homeowner chose a higher bidder, the homeowner would have to pay the difference.

The average cost of the sewer lateral repair would be in the $2,500-$4,000 range, Koestel said. The city insurance plan would not cover restoration of swimming pools, fountains, sheds or elaborate landscaping, Koestel said.

3. Well, we had to replace the entire 150 foot line and part ran under the driveway.
