There are no job creators right now, contrary to popular opinion as written on cave walls. There are plenty of wealth hoarders, but no job creators.
There, make it policy to tax hoarded wealth beyond some reasonable level. Okay, call it a reverse transfer of wealth back to the people who actually did the heavy lifting to create it. Invest every bit of it into the country in the form of Things That Last.
Things That Last are bridges and high speed trains and community hospitals and schools and senior centers and bike lanes and efficient ports and improved waterways and fire houses with new fire trucks and extended municipal sewers to serve unserved areas.
Replace our failing infrastructure and crumbling public buildings. The money is there. Using the money this way would actually create more wealth. The money investors always tell you to keep your money working. THIS would keep the money working. True enough, Scrooge McDuck couldn't climb down his ladder into his CashAndGold bin, but the larger good woudl be served.
It is illegal to hoard cats. It is illegal to create unhealthy places by hoarding anything.
Hoarding money ought to be the same.
