Are we allowed to connect the counterterrorism policies to the economic policies?

We are told all the counterterrorism excess is attributable to the concern of the government for the safety of the citizenry. Yet the economic policies are stripping many citizens of any financial safety. What explains the disconnect? Is the government concerned that citizens should stay alive in order to apply for non existent jobs?
