I have an idea for a really democratic, self-actualized, responsibility-taking solution to cut costs

Let each House member vote to cut the federal spending that goes to his own district. Slash it as much or as little as each House member thinks is appropriate for the people who sent him to Congress. Let the Senate simply Yea of Nay the total savings.

Further, let them cut taxes in each of their districts in accordance with the wishes of their constituents.

Edit to add: The tax cuts must be at least equal to the spending cuts.

Since we're throwing out stuff that will never happen... how about everyone looking to hike taxes gets a permanent 20% tax hike with no increase in benefits, and everyone wanting to cut programs get's to continue contributing to them at the current rate, but they, their parents and their children forgo any benefits permanently? Sort of switch around the whole thing a bit?
