to submit all spending bills in a timely manner??

It seems that the House is unable to do their job.
That falls directly on the Speaker's shoulders.
Boner can not get the job done, he has failed.
Boner has shown he is not up to the job of leading the House. Time for him to go back to the bars.........

It is not up to the president to pass a budget.

take the lead and force the GOP to raise the debt limit as a STAND-ALONE bill.

Boehner had just gotten finished telling Obama about what a big deal the Speaker of the House is within his own party. Obama raised his eyebrows and asked, "Can you get them the go for a really big deal?" And Boehner answered, "Sure thing. Just watch."

they know how to strategically position themselves to make the opposition look bad, IE: trumpet debt reduction then say the opposition won't do it without raising taxes.
