The federal government owns a corporation called Federal Prison Industries. You can see what they make at
http://www.unicor.gov.FPI has a factory at every federal penitentiary, and the prisoners work in it. There is no reason why we couldn't reassign the prisoners who work there to other jobs like highway maintenance, and bus law-abiding citizens to the prisons to work in the FPI factories. Payroll would have to go up because Unicor doesn't pay the prisoners very much, and we'd have to come up with a way to legally sell the stuff to non-government consumers. This is a demand-side solution because the people so employed will be able to spend money.
The ideal endstate would be for private industries to buy the product lines made at a particular prison, bring the law-abiding workers into a private-sector factory and release the FPI factory back to prisoner labor.
