Since BushCo. Set the Precedent of Executive Orders & Signing Statements
that waive certain provisions of the law from being enforced, can Obama follow suit in this very simple way:

Executive Order XXXXX: "The age restriction on medicare will no longer be enforced."

3. Bush did not set any precedent for either Executive orders or signing statements.
James Monroe was the first president to issue a signing statement and he set the precedent. Clinton actually issued 381 of them, far more than Bush. http://www.fas.org/sgp/crs/natsec/RL33667.pdf
