1. If someone uses the word in a malicious way to attack LGBT people, it would not be permitted...

...and would almost certainly result in the person being banned from DU entirely.

But if, for example, it is used in an ironic way by an LGBT person, then context matters and we might permit it.

As for letting people back, we do not permit banned people to come back under different usernames. But sometimes they do slip through, and we are not always able to make a definite match with someone who was banned before.
