Peru's García accuses Bolivia of secret pact with Chile in maritime dispute

In comments published in the Chilean daily La Tercera, Peru's President Alan García accused his Bolivian counterpart of Evo Morales of an "under the table" deal with Chile over the coastline disputed by the three countries. Peru has a case against Chile pending before the World Court over the maritime boundary, and García charged Morales with taking the Chilean position in the dispute: "I imagne that Evo Morales has government-to-government accords with Chile, and this is why he is so respectful. I would say he is obsequious towards Chile... By the evidence, it seems that they have it. This is the only thing that explains why he has such a courteous attitude towards Santiago." (El Comercio, Lima, Aug. 24)

Denying any deal with Chile, Morales shot back in a sarcastic declaration from the presidential palace in La Paz, accusing the Peruvian leader of scheming against his government in league with Washington: "President Alan García,dear brother, neighbor compañero chabacano ...there is no submission... What there is, is the submission of Alan García to the United States." (Los Tiempos, Cochabamba, Aug. 25)

1. Thanks for the photos! Love the one of Evo and the green-skirted dancers.
Do you have any idea what this dispute between Morales and Garcia is about? I couldn't follow it from the account. I suspect it's about Chile (Batchelet) have settled a 100+ year dispute with Bolivia (Morales) over Bolivia's access to the sea, and granting Bolivia a port in northern Chile. Is Peru claiming that land? The report is very unclear.

I've just recently been praising Batchelet in particular--but all the leftists as well--for their dramatic new cooperative spirit, a "raising all boats" kind of spirit, in which, for instance, Brazil pressured Paraguay's Brazilian hydroelectic customers to renegotiate the contracts which were unfair to Paraguay, a very poor country with really only one resource, its hydroelectric power. Lulu got that done. This is typical of what is occurring. And how typical that Garcia--a Bush pal, and a U.S. tool--would try to instigate conflict about Bolivia's sea access (if that's what occurred).

2. Michelle and Evo were making some progress on resolving Bolivia's landlocked status
Then Garcia derailed the talks early in 2008 when Peru filed a claim against Chile in the World Court in The Hague, claiming that the Pacific waters where Bolivia would get access to the sea were Peruvian waters.

Chile says the offshore line separating Chilean and Peruvian waters heads straight west into the Pacific. Peru claims the line is south-southwest into the Pacific, precisely where Bolvia could someday get an outlet to the ocean from Chile.

Because of this dispute, Uruguay two/three months ago granted Bolivia an outlet to the Atlantic via the Uruguay River and the Rio de la Plata.
