3. in a small town where I once lived

there was a yearly fund drive for one charity or another. Town officials would be "arrested" and held at the local police station until $x amount of dollars were raised to "bail them out"

One year a particularly unpopular town offical was never bailed out....he was released at the end of day for "good behavior"

So here's my idea for funding the Iraq occupation - arrest bush and cheney, set bail at $x-billion. bush-cheney will be "released" only when the bail money is raised and not at the end of the day.

Did I mention they should go through the finger-printing, mug-shots and cavity searches... orange jumpsuits will be provided....
