The commercial's ominous music and stern-sounding voice painted a bleak picture of life under the new health care law and urged voters to "defeat Congressman (John) Hall." The spot was one of several by Revere America, an anti-health reform group chaired by former Republican Gov. George Pataki that targeted House Democrats throughout the Northeast.

According to federal records, Revere America accounted for almost all of the approximately $1.1 million poured by outside groups opposing Hall in the race for the 19th Congressional District seat. Democrats and nonpartisan organizations this year criticized such money in light of the Supreme Court's Citizens United decision, which allowed unlimited independent corporate political spending. Hall raised the issue during his concession speech, after losing his bid for a third term to Republican Dr. Nan Hayworth.

"It's really hard and getting harder, as you know, thanks to Citizens United ... it's getting harder and harder to run a competitive campaign unless you're independently wealthy or have friends or masters in big business and corporations," said Hall, D-Dover Plains.
