Will Iraq policy change drastically under a democratic administration? I doubt it. That's not to say that I like what the republicans are doing but lets face it, the democrats are just as guilty about this Iraq mess as the republicans.

Is there a moral obligation on the US to stay there and "fix things"? Or is that just a BS excuse to be used as a cover to build their bases and grab the oil? Or is it both?

One thing is certain. If you're a soldier in the US Army, you're f**ked.
