1. reagan's formula, starting in california, was to reduce income taxes

for his rich friends & himself while raising fees on everything, state college tuitions & eliminating social services for the helpless & voiceless. This policy was continued on a federal level once he was in the Whitehouse. I'm actually uncertain whether he personally even knew what was going on in his name or not, since he was generally regarded as a vacant simple know nothing boob at the time.
