100% of the country could "want" single payer (where want is defined as an affirmative response to variously-worded poll questions). But as long as 80%+ are still satisfied with their insurance arrangements, people are not going to turn their response into actually electing single payer candidates. After all, the last 30 Congresses have had little more than negligible single payer support outside of a core set of districts in the House where Democrats outnumber Republicans in massive numbers.
If the people really wanted to, there is nothing stopping them from throwing the bums out and changing that. But they consistently refuse to do so.
