State aid, teacher funding cloture vote passes

With the votes of Snowe, Collins, and Ben Nelson, the Senate finally managed to get cloture on an education jobs and state Medicaid payments bill, clearing the way for final passage with a 61-38 vote. The aid won't actually be off to states yet as House will have to vote on it as well, but the major hurdle has been overcome to provide the critical assistance to states to prevent layoffs of hundreds of thousands of teachers and state workers. Reid's office provided this statement about the bill prior to this morning's vote.

"The CBO has concluded that our amendment to save 140,000 teachers’ jobs and tens of thousands of first responders’ jobs does more than just keep these selfless Americans from being laid off: it also will reduce the budget deficit by $1.4 billion over the next decade. Our plan to keep teachers in the classroom, police officers on the beat and firefighters on call is not only fully paid-for, but it also saves taxpayers money.

"This amendment meets every test Republicans claim to be concerned about. They have no more excuses, and tomorrow, they will have a choice: lay off teachers weeks before the new school year starts and fire the first responders who keep us safe, or help these workers keep their jobs and help our economy recover."

This will help. Alot.

The bad news is they had to agree to cuts to the food stamp program to get over the 60 vote hurdle, however those cuts wouldn't go into effect unitl 2014 so there will be plenty of time to restore that funding, which I do believe WILL happen.

2. Good news,
but why a food stamp cut, (regardless of how that pans out) as a compromise when we have, (last time I checked) around one in eight Americans using them?

People are hoping that less people will need food assistance in 2014 to ease the conscience, but I think they will become a more vital part of what is left of this economy, if anything is left then. Well, there is local gardening and food co-oping which will eventually kick in for survival after-the-fact.

Again, taxing the rich is out of the question, so far. That's not good news.

6. I guess it depends on what they mean by cut.
I'm not saying people abuse food stamps, but I do see some families who get more allocated food benefits then what my own personal food budget permits.

As an example, here in Nebraska, a family of 4 is allocated $668.00 a month in food stamps, or $167 a week.

My own personal food budget, for myself, my wife, and my 2 kids, counting eating out on occasion, is about $125 a week, or $500 a month. And we all eat decent... even cooking some nice steaks tonight.

Both my wife and I work, how is it someone who is not working can be allocated more money then what an average family is spending?

I'd favor some cuts in food stamps, but understand the guidelines and allotments are different from state to state. It's not the who qualify's part I have issue with, but the allotment amount.

Where did I say ANYBODY was a welfare queen? Maybe YOU don't get that the allotment amount varies by state to state because of food prices. So, yes, I can absolutely see you personally spending $100 a week on yourself. I just feel if regular family's who work factory jobs like my wife and myself, have to live on a budget and get by, then others getting subsidized food should have a similar budget.

I never said anything what so ever about anybody abusing the system.

I grew up on food stamps.

Back in the 80's it was just my mom and the 6 of us kids. Her food stamp allotment at that time was a measly $307 a month for a family of 7. We did alot of dumpster diving back in those days because it wasn't enough to last all month. Fast forward 25 years into the future, the allotments have changed to a point where people receiving them now get too much help. No, not EVERYBODY, but then that depends on your state. I just feel this needs to be re-examined.

Growing kids eat more food than the law allows. I know my 15 year old eats us out of house and home.

I did no such thing. That it happens in 2014 means it can (and IMO will) be restored. That doesn't mean I think it's ok to cut foodstamps. And just in case you are still confused as to the difference I will tell you flatly, it is not ok to cut food stamps, IMO.

8. Lay-offs have already happened.
States, and school districts, have budgets to submit based on projected revenues for the coming fiscal year, which began July 1st. That required districts to budget based on known revenues well before now. When the new numbers filter down, they will begin to call some of those laid-off employees back. Doing so just a few weeks before the year begins will be a circus. Better a circus than a drought, of course.

My district didn't lay anyone off this year. We did that LAST year, and many of those are still swelling the ranks of substitutes, waiting to be rehired. This year, we drastically cut everyone's pay, and cut work and school days AGAIN. As new money comes in, it will be used first to restore school and work days, and then, if there's any left, to partially restore some of the pay cuts.

We have no idea what our first paycheck for this fiscal year will look like; we get it on October 1st. It depends on the rate of pay and the number of days worked. I'm hoping for as much restoration as possible, since my mortgage is on the line. My personal budget was cut to the bone with pay and day cuts in the spring of '09. This round of cuts could prove to be the last financial straw.

It's just a misconception to think that states and districts haven't already planned their budgets and taken action.

Personally, I'm thrilled. Every job saved is important, to the worker and to the districts, schools, and students.

Budgets still had to be submitted, even when we hoped they were not complete. My association voted for all those days cut, and the salary cuts, which are two different kinds of paycuts, grimly hoping some extra funding would come from somewhere over the summer, because we didn't want to see anyone else RIF'd after the 50 we lost last year.

Now we get to re-do everything at the last minute. Disarray is right.

A few weeks before school starts is better than after, though. I'm grateful.

and the district said, at the time of the budget proposal, that any funds they receive will go to restore the fund balance, not the lost positions...
