In a draft released June 25, 2010, the U.S. government proposed that Internet users create their own personal digital certificate or identity card to prove who they are before they complete an online transaction. The identifiers would be offered to consumers by online vendors.

So, without getting into conspiracy chatter, what exactly would be the positive aspect of this?

As I understand it, it would be a voluntary system of self-generated ID verification that would be vouched for by the government. As it is right now, "secure I.D." is usually an oxymoron.
