This individual is clearly making light of the fact that when Tea Baggers say that something is socialism, it is in fact democracy.

Besides, I think it is very likely that he's not a fool, as he uses the word "it's" in the proper context rather than "its" in the possessive form.

As Froward69 pointed out, if he was full bagger, it would have read 'republic'.
Still, it is a bit vague. Still Blue in PDX, I think, has the answer ("sarcasm" tag).
