What does it mean that the FBI is busting terror plots hatched by disaffected Don Quixote types?

A) They're either wasting valuable resources on smalltime crime operations and playing it up for political purposes at the expense of not apprehending actual "terrorists" connected to the Al-Qaeda movement....or

B) There is no Al-Qaeda threat in America now, there are no "sleeper cells" and this is all scare tactic propaganda..

They'd been looking for it for quite a while. Most people assumed when it wasn't where they thought it'd be that it wasn't there.

Until it was found, there were two possibilities: It was there and they hadn't stumbled across it; it wasn't there at all. Most people went with the latter option.

With AQ in the US, those are the possibilities, too. I'd hate to be the guy who called off the hounds, only to have somebody further down on the list kill a few thousand Americans for Osamallah. Could you imagine what the political party in opposition would say? (S/he'd probably be accused of letting it happen, or maybe even making it happen!)
