1. But where do they release them to, once they're cleaned?
Since their homes are still being steadily destroyed by BP? :shrug:

Doesn't it screw up the oil in their feathers and make it difficult for them to swim or something?

3. I should think they'd have to hold them for a period of time, maybe
several days or even weeks, for their own body oils to re-establish themselves in the feathers.

Don't know, really - just musing.
