I don't think anyone's claiming that the person who was arrested and the guy in the video are one and the same.

When I saw that video it kinda looked to me like just some dude taking his jacket off, probably because it was hot that day. The police said for a while that he was a "person of interest" but did they ever actually come to a conclusion that the guy in the video was the bomber?

4. They aren't the same guy

I understand they still want to talk to the guy in the video but it isn't the guy they arrested. My guess is there isn't a connection but it's just a guess.
