He's got his panels reversed. Gays are increasingly being ACCEPTED by the commanding officers.

The troops themselves have stopped worrying about it LONG ago. Yes, there may be a small population of rabid homophobes in the armed forces who make life Hell for everyone, but the vast majority of service members just don't give a shit as long as it doesn't affect THEIR JOBS.

5. Apparently ol' Chuck has never been in the military
The Army doesn't let you swap spit in uniform no matter what the genders of the two participants are.

There's an exception to policy if you get married in uniform, but that's the only one.
