He's making noise like a moderate so that he can foster that reputation early on (he does have to run for reelection in MA barely two years from now after all), but change parties?
He'll continue to look for votes (but only where his vote doesn't actually make a difference) that can make him look independent. There's no reason that we should fall for it.
If he's smart he will continue to be seen negotiating with Democrats. Basically the faceless party of no has failed to generate any personalities mostly because theirs no one out front really talking. By taking a slightly counter position to his parties leadership he gets to look like he's one on one negotiating with the current president. This makes him look presidential. The problem is while he will become very attractive to moderates needed in a general election, he is likely to become unelectable in his own parties primary. Such is life in the broken Republican party these days.

the question is who will oppose him. He is trying to keep his seat in Mass and he knows he is not suited for higher office and will vote for bills that benefit Mass and keep him in the news doing it.
