1. The first year generally is just practice for presidents.
It is a time to grapple with the problems of their predecessor. The following years are the time to establish their own agenda.

2. I agree - and it is logical. The sad thing though is
- in my observation - that there is not enough time to get a solid agenda of their own set and good work done before the nightmare of re-election fever rolls around.
We need so many reforms just thinking about it makes my head hurt.
