I would ask each state to take a census of those who are unemployed and underemployed
and put resources into training those with the least amount of skill sets and be more proactive in trying to match employees with the needs of companies.

Once you start creating jobs there is a multipier effect that leads to more jobs and people are less fearful.

1. Won't work for several reasons...
A census of this kind is expensive and states with large to very large populations couldn't get the job done. Many unemployed(downsized or offshored)being elderly, did not bother to file for unemployment. No way to track these people.

Why waste training on those with no or few skills? How much training is needed for specific jobs. Get the best trained back to work ASAP and then, and only then, work on the bottom of the list.

Force offshore manufacturing to return to the US or prevent them from doing business here. Time to bring the jobs and living wages back.

Enough studies have been done in the past few years to prove the points being made. No need in duplicating the effort.

Jesus -- kids coming out of high school -- you know, the POOR ones? They most certainly could use training, and could potentially avoid scrapes with the justice system IF they actually have a job and a FUTURE.

Waste training? THAT attitude is WHY we are in such a mess in this country. "Fuck you - I've got mine" just crossed over into education as well.
