I frequently write my capital "F" that way (and I cross my 7, so yes, it does get confusing).

Back when they taught cursive, that's the way the capital "F" was written (backward, like a crossed 7). It's not surprising that people of a certain age - even idiots - might still hold onto that early training.

Which does not excuse the rest of that mess . . .

11. Well, I did too
I learned to write a cursive capital "F" as a kind of left-opening boat with a bottom, like this:



I suppose you could look at the sign as an incomplete "F" cursive style.
