Tanning isn't quite the same as skin bleaching.

Some possible explanations:
1) Long hours in the sun and a light skinned brown person can get really tan.
2) Bleaching??? so? who cares? It's his life.
3) Vitiglio can occur in any skin type. so who knows?

Who cares? He looks all right to me.
