"In 2003, the Republican Majority passed the Medicare Modernization Act of 2003 authorizing a massive overhaul of the Medicare program – arguably the single most important legislative proposal considered in the 108th Congress and the largest change to Medicare in its history. The original House bill was first introduced on June 16th, rushed through committees, and was brought to the Floor for a vote a scant 11 days later. The conference report was introduced, debated and voted on in little more than a day. Both the vote on the original House bill and the conference report required martial law consideration with little notice for the public and Democrats to review and understand the ramifications of this expensive and complicated legislation. The Republican record cannot compare to the open, transparent process that Democrats have employed throughout the current debate on health reform."

Medicare Bill increased the deficit $40-$530 billion; Health Care Reform decreased deficit $100 billion. Nice report, but they still don't know where their money quotes are.
