Where was Secretary of Defense Gates ??

Where was Secretary of Defense Gates ??
When the guy was murdering those soldiers at Fort Hood? Isn't he in charge of all the military forces? Did he ever make a statement? I did not see it. If not, why not?

would dictate that the Sec of Defense would comment before the Commander in Chief.

or is simply a mass casulty event, it's better that the Commander in Chief makes the statement to calm the nation and all that jazz.
